How the Social Security 2100 Act plans to eliminate the projected 22% benefit cut and increase monthly checks

It’s been nearly a decade since the Social Security 2100 Act was first introduced in the U.S. House of Representatives. However, every time it has been presented to lawmakers on Capitol Hill, it has failed to gain enough traction to get it over the finish line.

This time looks no different, with just over five months to go until a new Congress is sworn in. The Senior Citizens League notes that GovTrack gives it a zero percent chance of passing in 2026 despite it being “the gold standard for Social Security reform and accomplishes the majority of changes older Americans want to see for the program.”

What is the Social Security 2100 Act

Social Security is facing insolvency by late 2032 or early 2033 according to the 2026 Social Security Trustees Report. Once the trust fund that supports monthly payments to beneficiaries runs dry, benefits would face a cut of around 22%.

The Social Security 2100 Act includes 13 provisions that would increase Social Security benefits while at the same time expanding the revenues for the program by removing the earnings tax cap on those Americans with income of more than $400,000. The Center on Budget and Policy Priorities points out that if passed it would postpone the Social Security trust fund’s depletion date by only four years. However, a previous version of the bill with more limited benefits expansions “would have fully financed Social Security for 75 years and beyond.”
